Buying cheap land for data centers often hides expensive complications. The price per square meter says little about the cost of actually operating a facility. Before making a decision, developers must compare site preparation, staged power capacity, cooling systems, and connectivity against a common opening date.
Hidden Costs Beyond the Purchase Price
A plot might look like a bargain until the budget expands beyond the property lines. Extending the electrical line requires a new route; adding a second fiber connection depends on a pending crossing; expanding the campus demands infrastructure that the first stage cannot pay for alone. The discount on the land remains, but it now competes against costs that were not in the initial offer.
For anyone evaluating a data center project in Mexico, the decisive comparison is how much it costs to bring each option to equivalent operational capacity and when it can deliver. The land review must begin with surface area, location, and price, but it must end with a budget and schedule that incorporate what happens outside the property.
CFE Distribution’s official filing for services subject to contributions documents costs for expanding or modifying infrastructure to meet new demand. It lists poles, cables, transformers, and other works. This document proves why the land price can exclude part of the site’s development. Imagine two plots, without assigning market prices. The first costs less, but its electrical solution requires external works and unresolved right-of-way agreements. The second costs more and has a better documented connection route. Neither wins automatically. Developers must compare the scope of works, who pays, what is subject to authorization, and how much capital can be immobilized.
Comparisons need to separate initial investment, operating expenses, and contingencies. Mixing them into a single figure per hectare hides different decisions. It also helps to distinguish between a contracted budget and a preliminary estimate. Both help evaluate a project, but they offer different degrees of certainty.
Proximity to a substation justifies site investigation, but it does not prove it can handle the expected load. The Federal Electricity Law conditions connection to technical feasibility, works, and applicable specifications. Furthermore, the contract model issued by the National Energy Commission in March 2026 covers infrastructure, reinforcements, and a construction program.
To bring that information into real estate analysis, each alternative must identify requested demand, the studied connection point, pending works, and milestones that condition the service date. A preliminary response, a study, and a contract correspond to different moments in the file. They should not receive the same treatment in a commercial presentation.

It also matters what the units represent. Megawatts express power, while megawatt-hours represent energy consumed over a period. The site’s power capacity includes needs beyond the servers. Comparing the total electrical capacity of a campus with the power destined for computing equipment can alter the evaluation of two plots that appear to offer the same thing.
Inmobiliare has already analyzed how electricity modifies industrial land selection. The next step is to assign each stage a capacity supported by documents, a conditioned date, and its own cost.
Using water as a simple metric leads to errors. In its ESG 2025 report, published in June 2026, Ascenty describes dry cooling and closed circuits with no water consumption for climate control. The same document records water for restrooms, cleaning, and operational support. The distinction is important: a cooling solution does not eliminate all building needs.
The Hydrological Reality in Querétaro
In Querétaro, CONAGUA’s 2024 records report a negative annual availability in the Valle de Querétaro and Valle de Amazcala aquifers, with extraction data cut off in the December 2022 REPDA. These are balances for those aquifers, not measurements of data center consumption or supply judgments for each lot. They force a review of the source and applicable rights without extrapolating a conclusion to the entire state.
Regional digital infrastructure can be a real advantage. In January 2025, AWS announced a Direct Connect location in Equinix MX1 in Querétaro and the expansion of services in a KIO Networks facility. That announcement identifies concrete connection points, but it does not prove access from any plot in the area.
Developing in stages allows capacity and demand to be matched, but the budget must show which complete infrastructure is paid for from the start. If the first building absorbs a substation designed for multiple expansions, that stage should be evaluated with its real expenditure and made visible regarding how much depends on future occupancy.
The calendar must gather applicable authorizations for the plot, service works, and permits for external routes. Having construction resolved inside the lot does not clear pending crossings or accesses on which operation depends. The technical and legal review of the project must identify those dependencies before committing to a commercial date.
