Inception is a new housing platform aiming to deliver unsubsidized workforce housing by cutting construction costs roughly 25% through a tightly controlled prefab process located near project sites, according to managing principal Nicholas Pantuliano.
The venture is positioning garden‑style apartments with lower build and operating costs as a way to expand attainable housing supply without relying on public incentives. Pantuliano, who had previously worked on workforce housing in the New York City area, says the intent is to use construction savings and energy efficiency to deliver attainable rents without tapping subsidies.
Pantuliano describes the initial rollout as planned between the Orlando and Tampa corridor, with additional factories to be added if the platform expands into other regions such as Miami. The idea is to replicate the same manufacturing logic in new jurisdictions while tailoring designs to local building codes.
Targeting Unsubsidized Housing
The joint venture is building structures with 24 to 30 units per building and 125 to 150 units per project, spread across four to six buildings. One project already underway is Magnolia Flats in South Orlando, a 74‑unit community across two buildings, with Spring Lake in Winter Haven, Florida, to follow immediately with 168 apartments in six buildings.
Pantuliano notes that proximity also helps ensure the units are built to the correct local standards and can withstand conditions like Category 5 hurricanes. When the platform enters a new jurisdiction, the manufacturing line can be adjusted for the appropriate ICC code, with seismic requirements differing, for example, between the West Coast of Florida and areas with different wind loads.
Manufacturing Close To The Site
At the center of Inception’s strategy is a “very sophisticated” CNC‑type prefab factory located within 30 to 60 minutes of the building site, Pantuliano says. Keeping manufacturing close reduces shipping costs and avoids humidity‑related issues that can cause materials to swell or shrink when plants and sites are in very different climates.
